Retina South Africa applauds the South African government and national treasury for their efforts in exempting smartphones under R2500 from the 9% luxury tax. However, a critical gap remains for persons with visual impairments who rely on high-end smartphones for essential assistive technologies. Deputy Chairperson Mariza Jurgens highlights the reliance of persons with visual impairments on high-end smartphones, which are not covered by the current tax exemption. These devices are crucial for running applications that significantly improve the quality of life for individuals with severe visual impairments. She points out that 97% of South Africans with severe visual impairments are unemployed, relying on family support or grants, making it challenging to afford these necessary technologies.
“While we appreciate the government’s initiative, it’s imperative to recognize that the current exemption does not benefit those who need it most. High-end smartphones, equipped with assistive technologies, are not a luxury but a necessity for persons with visual impairments,” says Mariza Jurgens.
Retina South Africa calls on the South African authorities to reconsider the luxury tax exemption criteria for smartphones. By adjusting policies to include high-end smartphones as essential assistive devices, the government can significantly improve accessibility and support for persons with visual impairments.
Retina South Africa is a non-profit organization dedicated to supporting individuals with visual impairments. Through advocacy, education, and research, Retina South Africa aims to improve the lives of those affected by visual impairments across the country.
Mariza Jurgens is the Deputy Chairperson of Retina South Africa. She also serves on the Boards of the South African National Council for the Blind and Tape-Aids for the Blind. Mrs Jurgens currently serves on the World Health Organisation’s Technical Advisory Group on Assistive Technologies, she is a Google Women Techmakers Ambassador, and formerly served on the Consumer Advisory Panel of the Independent Communications Authority of South Africa (ICASA).
